San Pablo police released surveillance and officer bodycam footage Friday of a man shot dead by officers last month in what was appears to be a deliberate effort by the man to force police to kill him.

The incident happened December 15 after police received a 911 call from a store clerk on the 1300 block of Market Ave. reporting a man was in the parking lot holding a handgun. The clerk told police the man was repeatedly taking the magazine out of the gun and putting it back in and he feared the man was about to enter his business.

The man fled the area in a red pickup before police arrived, but officers found the vehicle heading west on Market Ave. just outside the San Pablo city limits in North Richmond and initiated a high-risk traffic stop.

As officers attempted to communicate with the suspect, they saw he had blood on his hands. In video footage from several police body cameras, officers can be heard repeatedly ordering the man to show both his hands but the man did not comply.

The footage then shows the man stepping out of the truck holding the gun, making a racking motion on the gun with his other hand, pulling it to his chest, and turning to face the officers.

San Pablo police officers Monica Louis, Javier Rios, Shaun Swaleh, and Waseemah Ali opened fire and struck the man. Officers immediately began providing life-saving aid, but he died on the way to the hospital.

It was later learned that the man was holding a BB pellet gun that looked like a real gun. When officers told the man to raise his hands he had instead made a racking motion with the gun, even though there was no sliding mechanism on the gun.

Detectives also learned the man had told a witness of his intention to force officers to kill him. He had additionally made “goodbye” statements to family members earlier in the day, and sent an image of the BB gun to a family member with a message saying “goodbye.”

Based on the investigation, San Pablo police said the incident no longer met the criteria under Assembly Bill 1506 for state prosecutors to investigate a fatal officer-involved shooting of an unarmed civilian. The California Department of Justice identifies a BB pellet gun as a deadly weapon, even if inoperable or unloaded.

San Pablo police are still coordinating the investigation with the Contra Costa County District Attorney’s Office and the Contra Costa Sheriff’s Office. Police said it released the bodycam footage and other information on the case in an effort to foster transparency and trust with the community.

On December 18, 2021, around 10:45 a.m., officers responded to a radio call for a domestic violence suspect at an apartment complex in the 2200 block of Wall Street.

While the officers were at the location, the suspect, later identified as 34-year-old Rosendo Olivio Jr., approached the officers armed with a folding knife in one hand and a butane torch lighter in the other. Olivio was yelling profanities and threatening to burn down the apartment building.

Olivio was ordered to drop the knife; however, he ignored the officer’s commands and continued to approach them while still holding the knife, resulting in an officer-involved shooting. Olivio was struck by gunfire and fell to the ground.

Los Angeles Fire Department personnel pronounced Olivio deceased at the scene.

The knife Olivio was armed with a knife was recovered at the scene.

No officers were injured during the incident.

On January 11, 2022, Detective Kip Peterson learned that a 2018 Dodge Journey was stolen from a home and received information that John Herring was the individual that committed the theft.

On January 12, 2022, Detective Peterson received information that the stolen vehicle may be in the Marion Oaks area. K-9 Cpl. Batts responded to the area, located the vehicle, and attempted to conduct a traffic stop.

Herring, who was driving the stolen vehicle. refused to stop and attempted to flee from Cpl. Batts. In response, Cpl. Batts initiated a short pursuit which he brought to its conclusion by conducting a perfect PIT maneuver.

Herring, who did not have a valid driver’s license, was placed under arrest and transported to the Marion County Jail.

Herring has been charged with Grand Theft of a Motor Vehicle, Fleeing to Elude a Law Enforcement Officer, and No Valid Driver’s License.

Unfortunately, Herring was able to steal this vehicle because the doors were unlocked and the keys were inside. Do not make it easy for thieves!

An independent investigative unit in the Maryland Attorney General’s office released a seven-minute video Wednesday showing a shootout between Montgomery County Police officers and 27-year-old Osman Sesay of Silver Spring, who died as a result.

The video is graphic, but as part of a newly formed unit charged with investigating fatal encounters between law enforcement officers and civilians, the attorney general’s mandate is to increase transparency with the public.

Sesay was shot and killed by police on December 29, 2021, after he opened fire on officers during an early morning traffic stop following a shooting at a nightclub in Silver Spring.

A man shot by a Raleigh police officer after a crash on Interstate 440 Tuesday afternoon has died, police said Wednesday.

The man, whose name has not been released, was shot after he swung a knife at officers, Chief Estella Patterson said at a Tuesday news conference.

The State Bureau of Investigation will review the case, which is the department’s standard procedure when an officer shoots someone.

Patterson did not know how many shots were fired but said police would count the rounds fired by officers on the scene.

On December 18, 2021, around 7:00 p.m., officers responded to a radio call of a man armed with a knife in the 900 block of East Adams Boulevard. When the officers arrived, they saw the suspect, later identified as 22-year-old Margarito Lopez, armed with a butcher knife. Lopez was ordered to drop the knife; however, he ignored the officer’s commands. An officer fired a 40 Millimeter Less-Lethal Launcher foam projectile at Lopez, which was ineffective. Lopez continued in the direction of the officers, still ignoring the officer’s commands to drop the knife. At that time, a second 40 Millimeter Less-Lethal foam projectile was fired, followed by an Officer-Involved Shooting. Lopez was struck by gunfire and fell to the ground. Los Angeles Fire Department personnel transported Lopez to a local hospital where he was pronounced deceased.

The knife Lopez was armed with was recovered at the scene.

No officers were injured during the incident.

The Stockton Police Department released video Wednesday of a fatal officer-involved shooting that happened last month in front of the department’s headquarters.

The shooting happened on December 8 around 8:30 p.m. in the parking lot in front of the Stockton Police Department Operations Building at 22 E. Market Street. Stockton police said they responded to reports of the suspect firing off shots in the parking lot.

Police say they got two calls about a man in the police department’s parking lot reportedly firing a gun. A total of six officers then went out through the front lobby doors to investigate.

Officers say the suspect started walking towards them and screaming. He was armed with a handgun, police say.

The video, which can be seen in full below, released on Facebook by the police department features surveillance footage, body cam footage and dispatch audio.

The surveillance footage from the building shows a shirtless man with his hand in the air firing what appears to be a gun in front of the lobby doors.

Bodycam footage captured officers demanding the suspect “get on the ground” and “let go of your gun.” at the end of the first body cam clip, the suspect is seen standing up and charging in the direction of the officers.

A different officer’s body cam captured the same moments from a different angle. Shortly after the suspect began charging toward them, the officers began firing off several shots, striking the suspect multiple times before he falls to the ground.

Police say the suspect was pronounced dead at the scene. He was later identified by a San Joaquin County coroner as Angelo Weitz, 40, of Stockton.

No officers were hurt in the incident.

“Unfortunately, we’re seeing more cases like this, not just in our area — whether it be ambushes or assaults on police officers or their building or operations buildings. We’ve been seeing an increase of this really nationally and it’s extremely concerning,” Stockton Police Chief Eric Jones said in December.

The suspect’s gun was also recovered at the scene with one bullet left inside.
