The man shot by a Torrington police officer Wednesday afternoon came at two officers with a knife in his hand, according to the Office of Inspector General.

Police responded to a home on Tioga Street just after 4:30 p.m. to conduct a wellness check on 53-year-old Brian Dungan. Dungan was threatening to kill himself, according to the Inspector General.

Two arriving officers found Dungan in the basement of the home. Just-released body camera video from the officers shows Dungan begin to yell at the officers and walk towards them. One of the officers can be heard telling Dungan to drop a knife.

Officer David Kisiel discharged a stun gun, but it was ineffective in stopping Dungan, according to the Inspector General.

Officer Jeffrey Buzzi then shot Dungan three times.

Dungan was first taken to Charlotte Hungerford Hospital and then flown by LifeStar helicopter to Hartford Hospital. He is listed in stable condition.

The Houston Police Department released video of their deadly encounter Feb. 23 with a man accused of fatally shooting a San Jacinto County deputy constable with the officer's own weapon at the PlazAmericas mall. San Jacinto Precinct 1 constable deputy Neil Adams, 62, was shot to death by 35-year-old Czyz Deonte Harrison, who was also shot and killed, according to HPD.

Officers were dispatched to an assist the officer call at the mall at 7500 Bellaire Boulevard about 4 p.m. on Wednesday (Feb. 23). Upon arrival, officers met crowds of people exiting the mall stating that a male wearing a blue shirt was involved in a physical altercation with an officer inside of a business. Witnesses stated the male suspect took the officer’s weapon and shot the officer (Constable Deputy Adams). Officers entered the mall and located Harrison coming from the second floor. He was wielding a knife.

Officers took cover and utilized voice commands, but Harrison refused to comply with orders. When Harrison began charging at the officers. two officers discharged their duty weapons, striking Harrison. Harrison fell, got up and attempted to flee. Officers utilized a conducted energy device (Taser), causing Harrison to fall to the ground. Harrison continued to resist and officers eventually were able to place him into custody. Paramedics then transported Harrison to the hospital where he was pronounced dead.

The Oklahoma City Police Department released body-camera footage that shows the moment Crasteven Kennon Wilson, 23, shot Officer Bryce Sheehan in the leg as he tried to search the suspect for weapons in southeast Oklahoma City. Around 5:50 p.m. March 2, Officer Bryce Sheehan responded to a report of a disturbance or suspicious person in the 2300 block of South Kate Avenue. Police said Officer Sheehan found the suspect near Southeast 21st Street and Emco Drive. “You got any weapons?” Officer Sheehan asked Wilson while responding to a call about a suspicious person.

“Can I pat you down real quick? Make sure you don’t have any weapons? Here, don’t reach for nothing.” Wilson mumbled “yeah,” but instead quickly turned around and shot Officer Sheehan, striking the officer in the right leg before running to his patrol car and trying to drive off. “Shots fired, shots fired!” Officer Sheehan yelled. “I’m hit!”. The Oklahoma City Police Department used a drone to find Wilson, who was hiding outside a nearby home. Authorities say officers took him into custody and provided first aid after seeing he had been shot. Wilson was taken to a hospital and later died. Officer Sheehan was treated and released from OU Medical Center. He was placed on routine administrative leave.

The San Diego County Sheriff's Department released video Friday of a fatal shooting that occurred last week in Little Italy after a woman stabbed a San Diego Police Department officer in the chest.

The incident took place at around 12:30 p.m. on March 3, in the 400 block of W. Beech Street in Little Italy.

The video shows a San Diego County Sheriff's deputy serving an eviction notice to the woman identified as Yan Li, 47, at the Aqua Vista condo complex. When she answers the door, she receives the notice from the deputy and is seen carrying a knife. The deputy tells her to drop the knife and then takes out his gun and points it at Li.

The deputy repeats commands to drop the knife multiple times, while Li shouts concerns about how to know whether the deputy is an imposter. The two continue to argue before Li throws out the notice and closes the door. That's when the deputy calls for backup.

SDPD K9 arrived at the scene along with additional deputies. They tried to communicate with Li for the next 45 minutes before they went inside her condo, according to SDPD Lt. Matt Dobbs. The footage released by SDSO shows a supervisor attempting to speak with Li through the door.

Li didn't answer, so authorities broke through the door and instructed Li to show her hands while pointing their guns at her. Li then ran at the officers with a knife and allegedly stabbed an SDPD K9 officer in the chest. Li continued wielding a knife toward the officers after they fell on the ground, and then three SDSO deputies and one SDPD officer fired multiple shots at Li.

Li was struck at least once and died at the scene, according to Dobbs.

The Psychological Emergency Response Team (PERT) was called to the scene, but it's unclear if and when they showed up.

Dobbs added that Li threatened a custodial worker at the building a day before. SDSO said in the video that based on the reported crime, there was a threat to public safety and probable cause to arrest Li for assault with a deadly weapon before entering her apartment.

The injured K9 officer was treated at UC San Diego Medical Center for his injuries was released. He was wearing a protective vest but was stabbed above it in his upper chest, according to Dobbs.

The personnel who fired their guns during the encounter have been identified as SDPD Officer Rogelio Medina, and Sheriff's Sgt. Daniel Nickel and Deputies Javier Medina and David Williams.

Medina, a member of the SDPD Canine Unit, has been with the department for 13 years. Nickel has been employed by the Sheriff's Department for 29 years, Medina for 23 years and Williams for 14 years.

The shooting is under investigation by SDPD's homicide unit. When the investigation is finished, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions.

The Monroe Police Department released the body camera video showing what happened the night officers shot a 35-year-old during a traffic stop.

On Feb. 11, Dustin Booth, 35, was stopped by Monroe police at New Garver Road and Lebanon Street around 10:45 p.m.

What led to the eventually deadly encounter between officers and Booth started more than eight hours earlier in the day.

Police said officers got a call from Booth’s wife around 2 p.m. saying he was experiencing a “mental health crisis” and was “a danger to himself and to others.” Police found Booth pulling into his neighborhood and tried to pull him over.

Booth continued to his home, got out of the car and went inside without complying, according to police.

Officers tried to contact Booth over the next several hours as he remained in the residence. Police say they saw Booth had a gun and that he had access to more weapons.

Police said he was “very agitated.”

Efforts by crisis negotiators and mental health professionals failed to resolve the situation, according to police.

To try and calm the situation, officers said they pulled back “in an effort to calm the situation,” but police kept an eye on the home for the safety of the community.

At some point, Booth left the home and got in the passenger side of a car that left the area.

Several officers followed and coordinated a traffic stop to try and take Booth into custody and have him hospitalized for a mental health evaluation, according to police.

Police said they did not have confirmation he was still armed but believed he might be.

At the intersection of New Garver Road and OH-63, Booth got out and failed to comply with the officers’ orders, instead of walking away from his car toward OH-63 with his hands raised.

The driver of the vehicle ran out of the car and yelled multiple times, imploring officers to “Stop him he has a gun!”
